Shore Stewards began on Camano Island in late 2002 as a pilot program of Island County Marine Resources Committee (MRC), sponsored by grants from Puget Sound Action Team (PSAT), the Salmon Recovery Funding Board (SRFB), Washington State Department of Ecology and the Northwest Straits Commission (NWSC). Washington State University (WSU) Beach Watchers from Camano Island contributed hundreds of hours of volunteer effort developing the program guidelines, writing the Guide for Shoreline Living, setting up the enrollment process and creating the original Shore Stewards website. They continue to be deeply involved.

Additional funding was provided by the Washington Department of Fish and Wildlife (WDFW).

In 2005 Shore Stewards expanded to Whidbey Island and three counties along Hood Canal - Jefferson, Kitsap and Mason - under the administration of WSU Extension in Jefferson County.

In 2006 Shore Stewards expanded to Skagit, Snohomish, Whatcom and Clallam counties, supported by a new PSAT Public Involvement and Education (PIE) grant obtained by the Northwest Straits Foundation.
